In the booklet the kanji appears as below, with many characters missing. Ariane from Visual Honyaku did a great job of figuring out the missing characters [and saved me from a lot of headaches and tears], but of course we can't be sure if her kanji/my romaji is 100% correct.

Hey there, I just want to explain two things, because I made a mistake while transcribing, so:

1. 一億總俄然決擬セシ should probably be↓
Ichioku sou gazen kekki seshi

That "kei" you ask about comes probably from "kekki"(決起), which sounds really like "kei-gi" (that's why I have mistaken)

2. 悲喜ナ一笑 goes for → Hiki nakishou

There is only one slot before "shou", which means one kanji. I tried to find something fitting there and most working (by reading and meaning) is "泣笑", which should be of course read "nakiwarai", but for needs of the song everything is possible tho.
